Technical Assistance and Resources for Community Supports Providers

Helping CBOs Become Community Providers

In 2021, the California Health Care Foundation (CHCF) generously funded HealthBegins and Aurrera Health Group to provide community based organizations with much-needed support in response to the rollout of a new DHCS equity initiative: CalAIM. Through the provision of statewide, regional, and county learning sessions, CBOs advanced their contracting readiness and shared additional key areas of needed support in the CalAIM landscape. Based on this invaluable feedback, and with continued support from CHCF, we are expanding our work into 2022 and partnering with Aurrera Health Group and Transform Health to advance the pursuit of our ultimate goal—actualizing health equity across California’s most vulnerable communities.

CalAIM serves to transform Medi-Cal by transitioning to a population health approach that prioritizes prevention and whole person care, and its vision is to “address the social drivers of health and break down the walls of health care” by offering “equitable access to services that address ​the physical, behavioral, developmental, dental, and long-term needs” of Medi-Cal beneficiaries. While this initiative provides an amazing opportunity for a variety of providers to partner with Managed Care Plans to provide CalAIM Community Supports services, smaller CBOs face substantive challenges when working to secure plan contracts. These problems stem from long-standing infrastructure issues, a lack of existing relationships between plans and CBOs, knowledge gaps pertaining to DHCS requirements, other structural system barriers—and that’s where we come in. To address this issue, we developed a TA intervention to increase the contracting readiness of CBOs, and to improve their relationships with MCPs. The 2021 model was highly successful in supporting CBOs across 4 northern and central California counties.

With continued support from CHCF, we are now expanding our work into 2022 by delivering statewide and county-specific technical assistance across 7 California counties. The ultimate goal in increasing the contracting readiness of CBOs (and improving their relationships with MCPs) is to attain health equity improvements among Medi-Cal beneficiaries in the most marginalized communities.
